Ahead of this years’ Summit, which will be held in Trieste next week, the BiEPAG’s policy brief provides timely information and data on the effectiveness of the Berlin process, and starts a discussion on its importance and relevance for the Western Balkan countries. This paper offers a proposal to improve several shortcomings of the Berlin Process such as ad hoc selection of the annual topics, the lack of concrete obligations for the countries involved and the difficult redirection of funding instruments.
